How this date is determined
US Tax Day starts at 15 April. If 15 April falls on a Saturday or Sunday, the deadline rolls to the following Monday.
Washington, DC observes Emancipation Day on 16 April. When 16 April lands on a weekend it is observed on the nearest weekday (Saturday → Friday 15 April, Sunday → Monday 17 April), and this DC holiday pushes the federal deadline nationwide.
So after the weekend roll, if the resulting date collides with the observed Emancipation Day, Tax Day rolls forward one more day (and again off any weekend that creates). This is why Tax Day has landed on 17 or 18 April in several recent years. Once that year's computed Tax Day passes, the same calculation runs for the following year.
